The National Center for Sustainable Energy (NCSE) is the public institution under the authority of the Ministry of Energy, which coordinates and organizes activities aimed at ensuring the implementation of state policy in the fields of energy efficiency and renewable energy utilization, including by attracting and managing financial resources for the financing and promotion of projects and programs in these areas in a sustainable manner from the environmental perspective, climate change, and contributing to increasing the country's energy security.
NCSE operates in accordance with the Constitution of the Republic of Moldova, Government Decision No. 1060 of 21.12.2023 on the organization and functioning of the Public Institution National Center for Sustainable Energy, and other normative acts. It is also guided by the laws and resolutions of Parliament, the decrees of the President, ordinances, government resolutions, and other normative acts, along with international treaties to which the Republic of Moldova is a party.

The Center plays an essential role in implementing the state's energy policy, acting in accordance with specific legislation to promote energy efficiency and the use of renewable energy sources. Its extensive functions cover various aspects of these domains and include:
Energy efficiency:
- Assistance in drafting and monitoring normative acts related to energy efficiency.
- Providing support for the implementation of minimum energy performance requirements.
- Assessment of the potential for improving energy efficiency in the country, compared to EU states, at regular intervals.
- Development and maintenance of the National Information System in the field of energy efficiency.
- Creation and management of the electronic Register of energy assessors and energy performance certificates.
Renewable energy sources:
- Assistance in drafting and monitoring normative acts to promote the use of energy from renewable sources.
- Development of public information programs about the benefits and efficient implementation of energy from renewable sources.
- Supporting consumers and professionals in the field by providing advisory assistance and relevant information.
- Implementation of the qualification and registration system for installers and deepening the use of renewable sources in infrastructure projects.
Financial resource management:
- Identification and management of financial resources for projects in energy efficiency and renewable energy sources.
- Direct financing or co-financing of projects, including information programs and pilot projects.
- Development of financing programs, combining financial resources from external sources, the state budget, and energy efficiency obligation schemes.
Collaboration and development:
- Collaboration with various international and national organizations to promote energy efficiency.
- Organization of events, seminars, and exhibitions to promote knowledge and innovations in the field of energy.
- Attracting experts and external resources to improve the approach and implementation of energy policies.
