Residential Energy Efficiency Fund
The Residential Energy Efficiency Fund Program (REEFP) was approved by the Government at its meeting on April 10, 2024. According to estimates, it will mobilize around 1.4 billion lei in the years 2024-2027, and the REEFP budget will be managed by the National Center for Sustainable Energy (CNED) and consists of the financial resources collected under the Program, regarding the implementation of the energy efficiency obligation mechanism for the period 2024-2026, grants and donations from development partners and/or international organizations as well as from the financial resources provided under the Energy Vulnerability Reduction Fund.
The main beneficiaries of the residential fund's energy renovation projects through REEFP will be Condominium Owners' Associations. At least 50% of the heated surfaces undergoing renovation under REEFP will go to vulnerable households, including those in energy poverty. Up to 70% of the investment required for thermal renovation of blocks will be covered by a grant from REEFP, with 30% being the residents' own contribution. Additionally, homeowners registered on compensatii.gov.md and assigned an energy vulnerability category will receive compensation for paying the contribution from the Energy Vulnerability Fund.
Among the works that tenants in multi-story buildings can benefit from are the insulation of the facade, roof/ceiling/technical floor, basement, replacement of old joinery, the traditional vertical heating distribution system with a more modern and efficient horizontal one, with the installation of individual meters for each apartment, which also involves ensuring hot water delivery, leading to the abandonment of boilers, and implementing ideas to improve the lighting, ventilation, etc.
