Law no. 139/2018 on energy efficiency serves as an essential regulatory framework, specifying the responsibilities of local government authorities, such as developing Integrated Local Energy and Climate Plans, financing projects, and promoting energy efficiency.
The existence of an integrated local energy and climate plan, developed by second-level local government authorities and special-level authorities in accordance with the provisions of paragraph (2) of Law no. 139/2018, is a condition of eligibility for second-level local government authorities and special-level authorities, including first-level local government authorities within the respective administrative-territorial unit, to obtain financing or co-financing for energy efficiency projects from budgetary means and/or from resources from development partners mobilized by the Government.
