EcoVoucher: Beneficiaries save around 20 million lei on energy efficient appliances in 2025

January 6, 2026, Chisinau – The government’s EcoVoucher program generated savings of approximately 5.41 million kWh of electricity, or around 20 million lei, in 2025.

 

Another 25,564 households were able to reduce their electricity bills by roughly 30% through the program in 2025. In financial terms, these families saved nearly 10 million lei as a result of using the appliances they replaced during 2025. The annual electricity savings from the replaced appliances in 2025 are estimated at 2.6 million kWh.

 

The EcoVoucher Appliance Program is developed by the Government of the Republic of Moldova with support from the European Union and, in this edition, funded by Norway. Implementation is carried out by the National Center for Sustainable Energy (CNED) with support from the “Energy Efficiency and Renewable Energy for Moldova” (E4M) project, implemented by GIZ.

 

EcoVoucher directly contributes to reducing electricity consumption, lowering household expenses, and improving living comfort. In 2025, the program targeted families with children and seniors over 63, registered on the platform compensatii.gov.md.

 

Of all beneficiaries, 4.357 households consist of two, three, or four retirees. Additionally, 21.207 households are families with minor children, including 924 families with five or more children, 2.463 with four children, 11.479 with three children, and 6,341 with two children.

 

EcoVoucher, valued at 6,000 lei, covers up to 70% of the cost of a new appliance - refrigerators rated A, B, C, or D, and washing machines rated A under the new energy label. During the 2025 sessions, beneficiary families purchased 12.018 refrigerators and 13.546 new, energy efficient washing machines. All appliances meet European energy efficiency and compliance standards.

 

“The EcoVoucher program delivers tangible results. Investments in energy efficiency bring real benefits to citizens. We can see the program’s direct effects - people are considering energy efficiency and the real impact of electricity consumption on their household budgets when making purchases. The savings achieved exceed initial expectations and confirm the program’s positive effect on family budgets, which will continue into 2026,” said Ion Muntean, director of the National Center for Sustainable Energy.

 

Norway’s support in the 2025 edition, with a budget of nearly €7.5 million, played a key role in expanding the program’s national impact. “We are delighted to see the EcoVoucher program working and producing concrete results for people and society. Families with children and seniors in Moldova are reducing energy costs and improving home comfort. The program’s impact is visible every day and contributes to energy efficiency,” said Kamilla H. Kolshus, Chargé d’Affaires at the Norwegian Embassy in Chisinau.

 

“EcoVoucher helps households understand energy consumption, read the European energy label correctly, and actually save on electricity bills. At the same time, these families become ambassadors of the energy transition, contributing to lower national energy use and reduced CO₂ emissions,” emphasized Christian Borchard, E4M implementation manager at GIZ.

 

Data from the National Center for Sustainable Energy show that, since the program’s launch, 40.033 large appliances have been replaced. The total savings generated over their lifetime exceed 6.5 million kWh, equivalent to over 24 million lei.

 

It is estimated that the more than 40.000 appliances installed since the start of the program will generate annual savings of approximately 8.15 million kWh, or around 30.1 million lei.

 

The EcoVoucher program has been developed by the Government of the Republic of Moldova with financial support from the European Union. This EcoVoucher program edition is implemented by the National Centre for Sustainable Energy through the “Energy Efficiency and Renewable Energies for Moldova” (E4M) project. E4M is implemented by GIZ together with the Government of the Republic of Moldova, financed by the German Government and co-financed by the European Union, Norway, and Denmark. The current EcoVoucher round is financed by Norway.
