TAIEX Expert Mission on Increasing energy performance in buildings by development of ESCO models in Moldova

March 26, 2026 - The Public Institution National Center for Sustainable Energy (CNED) hosted an expert mission focused on the development of the Energy Service Companies (ESCO) market in the Republic of Moldova, held from March 24 to 26, 2026. The activity was organized with the support of the European Commission through the TAIEX instrument and aimed to strengthen the institutional and technical capacities of key national stakeholders for the development of the ESCO market, based on European best practices.

 

Experts from the Portuguese Energy Agency (ADENE), Amádis Santos and Marco Correia, delivered training sessions on the concept of Energy Performance Contracting (EPC), the ESCO operational model, and the stages of project implementation.

 

The activity aimed to develop a comprehensive understanding of ESCO mechanisms and their role in promoting investments in energy efficiency. The training sessions covered key topics such as the structure of EPC contracts, the importance of energy audits, identification of project opportunities, as well as aspects related to project implementation and monitoring.

 

The training sessions were attended by representatives of relevant public institutions and organizations, including the Ministry of Energy, the Ministry of Infrastructure and Regional Development, the Ministry of Finance, the Ministry of Economic Development and Digitalization, the Energy Community Secretariat, Expertise France, as well as CNED representatives.

 

Over the three days, participants benefited from an interactive learning and experience-sharing environment that facilitated institutional dialogue and alignment of perspectives on the development of the energy services market in the Republic of Moldova. The training contributed to strengthening the technical and institutional capacities required to promote and implement projects based on Energy Performance Contracts.

 

This initiative represents an important step in the development of the ESCO market in the Republic of Moldova, supporting national efforts to increase energy efficiency and align with European Union standards and practices.
